Development & Planning Fees (Bylaw 5-16)

A BYLAW OF THE TOWN OF ROCKGLEN TO ESTABLISH DEVELOPMENT AND PLANNING FEES

The Council of the Town of Rockglen, in the Province of Saskatchewan, enacts as follows:

The following fees will be applied by the Town of Rockglen to cover the costs of review and processing of the application. An application shall not be considered complete until all required information, maps, engineering reports and development planning fees have been paid in full.

Development Permit Application Fees:
Permitted Use $10.00
Discretionary Use $75.00 and;
the applicant will be responsible for all advertising costs for a discretionary use.

Minor Variances: $20.00

Zoning applications, Zoning Review and Bylaw Amendments:
Application – Single Lot $400.00
Application – Multiple Lots $400.00 plus $60.00 per additional lot;
the applicant is responsible for all advertising costs.

Zoning Appeals: $50.00

Official Community Plan Amendment: $1,900.00;
the applicant is responsible for all advertising costs.

Detailed Review Costs:
Where a development or subdivision proposal involves a detailed municipal review, a development agreement, a servicing agreement, detailed development conditions, liability insurance, performance bonds, interest registrations, legal advice and/or professional planning and/or professional planning and administration advice including, but not limited to Section 51 of The Planning and Development Act (2007), the applicant shall pay all or part of the additional application review and administration costs, as Council in its discretion may require. Detailed review costs will be charged at a rate of $100.00 per hour and recorded in a detailed log book summarizing time and costs.
A deposit of a minimum of $2,500.00 shall be required in advance of the Detailed Review.

The Developer shall provide servicing agreement fees for each new lot contemplated within a subdivision as follows:
Single Parcel Subdivision $1,000 per lot (all districts)
Servicing agreement fees for a single parcel subdivision shall be due upon the signing of the servicing agreement and prior to final municipal approval of the subdivision.
Multi-Parcel Subdivision $5,000 per lot (all districts)
Servicing agreement fees for a multi-parcel subdivision shall be due as follows, 50% or the servicing fees due shall be paid upon signing of the servicing agreement and prior to final municipal approval of the subdivision.
The balance of the servicing agreement fees shall be paid within 2 years from the date of signing of the service agreement regardless of the number of lots left undeveloped or yet to be phased.

In general, these fees are applied to parks, recreation, recreation facilities, fire protection services and other infrastructure services provided within the municipality.

Advertising Costs:
Applicants shall pay all advertising costs associated with:
Zoning Bylaw amendments
Official Community Plan amendments
Discretionary Use development proposals
Minor Variance proposals
Special Meetings
Public Meetings
All other advertising costs permitted under legislation
